Curved Surface Eccentricities / Offsets

Looking for some modelling guidance please.

I have a steel shell structure (an elevated water reservoir) which is constructed from individual curved panels of steel plate welded together to form a truncated cone. The plate thickness varies over the height of the structure to coincide with the internal stresses in the shell. The plates are to be welded such that the inner surface is completely flush, with the outer surfacing forming a stepped profile (please see attached). I've initially modelled these surfaces with the thickness defined at it's centroid - each surface is linked by their centre line (see second image). I'm attempting to replicate the eccentricity between thicknesses using the surface eccentricities feature (Transverse Offset by Surface Object) but it doesn't appear possible. I suspect it's because the curved surface geometry is too complex. Might there be another way to introduce offsets between more complex surfaces, perhaps using line links?
